7. Council-owned housing

Council-owned housing accounted for 39% of our 2022/23 carbon footprint.

New Passivhaus dwellings

Potential Measure: Build 1,000 new Passivhaus dwellings at proposed rate of 500 before 2025, and a further 500 up to 2030 to A++ target standard.
