2. Planning pre-app advice

We encourage all applicants to take advantage of our free pre-application advice service for non-major development proposals before making a formal application, by completing this online form.

For major development proposals

Major developments are defined by their larger scale and significant impact on the community and environment. They include large-scale housing developments of 10 or more dwellings or housing sites exceeding 0.5 hectares, and significant commercial expansions of over 1,000 square metres. 

For clarity, the formal definition of “major development” is as follows:  

  1. the winning and working of minerals or the use of land for mineral-working deposits;
  2. waste development; 
  3. the provision of dwellinghouses where: 
    1. the number of dwellinghouses to be provided is 10 or more; or 
    2. the development is to be carried out on a site having an area of 0.5 hectares or more and it is not known whether the development falls within sub-paragraph c)i; 
  4. the provision of a building or buildings where the floor space to be created by the development is 1,000 square metres or more; or 
  5. development carried out on a site having an area of 1 hectare or more.
