Exeter is monitored by CCTV and is operated in partnership between the Exeter City Council, Devon County Council and the Devon & Cornwall Police, together with the support of the Community Safety Partnership.
The objectives of the scheme are:
- To help deter and detect crime
- To help reduce the fear of crime
- To assist in the overall management of Exeter City Council
- To enhance community safety, boost the economy and encourage greater use of the city centre
- To assist the Local Authorities in their enforcement and regulatory functions within the city Centre
- To monitor and manage traffic and transportation, including all sues of the highway, and provide information to the media and public
- To assist in supporting civil proceedings
The CCTV system operates within regulations contained in the Data Protection Act 1998. The City Council's control centre is staffed twenty-four hours a day by controllers who are trained and licensed by the Security Industry Authority for public space surveillance. Images captured on cameras in standard format are stored digitally for a minimum of 28 days and for not more than 31days, those recorded in real time are stored for seven day unless the police or other duly authorised body, seize the recordings for use as evidence.
Vehicle mounted cameras operate only when the vehicle is in use and therefore the length of time images are stored is governed by the length of time they are in service. Images are held for five days after individual the recorder is decanted.
Both the City and County control centre operate under a Code of Practice.
