Exeter City Council has adopted a pdf icon Sustainable Procurement & Commissioning Strategy 2009-2012 [342kb] which is intended to ensure that the Council obtains optimum value for money in all its Procurement and Commissioning Activities within a framework that supports the principles and priorities of sustainable development. 

It identifies the need to:

  • put people and places at the heart of its commissioning and procurement decisions by actively involving service users and the local community throughout the process
  • use a mixed economy of service delivery to recognise and embrace the diversity in the way goods, works and services are delivered focussing on the outcomes and not who delivers them
  • use fair and open competition to obtain the best value for money

In addition it makes a number of commitments to provide:

  • access to contract opportunities on our website
  • to use fair tender processes
  • to offer constructive feedback
  • to fairly manage contracts openly and fairly
  • to make clear to our suppliers what is expected 

In doing so it recognises the particular contribution that small businesses, ethnic minority businesses, social enterprises and voluntary and community sectors can play.
