Core Strategy Development Plan Document (DPD)

The Core Strategy was submitted on Monday 28 February 2011 and has been found 'sound' after being examined by the Planning Inspectorate. It is proposed to adopt the Core Strategy at Council on 21 February 2012.

What is the Core Strategy?

The Core Strategy sets out policies to guide future development and change in Exeter City for the period up to 2026. It is the main document in the Local Development Framework (LDF) providing a broad strategy for the development of the City to which other documents will relate.

The document includes:

  • The vision and objectives for the City 
  • A Spatial Strategy for the City
  • Strategic policies which are designed to meet the objectives and deliver the spatial strategy
  • Strategic allocations
  • Key Diagram

Public Consultation

Consultations have been carried out in accordance with the Statement of Community Involvement (SCI). The City Council consulted on the Issues and Options Report 2005 from November 2005 to January 2006. Views were then sought on the Preferred Options Paper 2006 in November 2006. An Additional Consultation 2009 on new issues that had arisen since the earlier consultations was carried out in November 2009. Comments received were considered and fed into the production of the Proposed Submission document which was published for eight weeks between July and September 2010 in order to invite Pre-Submission Representations 2010 on the soundness of the document before submission to the Secretary of State. Those attendees that spoke at the Core Strategy Examination were those that had already made representations, although anyone could attend to watch the proceedings.

What happens next?

The Council submitted the Core Strategy to the Secretary of State on 28 February 2011. Two hearings were held - 3 days in June and 1 day in August 2011. All consultation responses have been considered, along with any additional changes the planning authority wish to make. The Planning Inspector appointed to undertake the Examination has found the plan 'sound' and the local planning authority hope to adopt the Core Strategy at Executive Committee on 21 February 2012.
